ICI played a pivotal role in the planning and execution of multiple high-pressure natural gas pipeline test and replacement portfolios across Southern California. We developed strategic test vs. replacement plans for executive leadership and regulatory submission to the CPUC, supporting informed decisions on pipeline systems. Over the past decade, our team has helped drive project success through our management of critical path items and targeted scope reductions, resulting in approximately $50 million in cost savings. We ensured timely and detailed completion of all major deliverables, including design, permitting, land acquisition, environmental, and materials, while also providing comprehensive QA/QC across every phase of delivery.

ICI successfully completed the MAOP reconfirmation of a 2,000+ mile natural gas gathering pipeline system across Texas, in response to new PHMSA regulations governing gathering lines. Despite an accelerated timeline, we delivered all required documentation to both the client and PHMSA ahead of regulatory deadlines. Our team conducted extensive fieldwork, spending weeks across multiple sites to collect, scan, and analyze historical pipeline records on 100+ pipelines. To ensure accuracy and efficiency, we developed a streamlined process for data collection, records analysis, database management, and MAOP documentation, providing a scalable solution for future compliance efforts.

Interconnections


ICI is providing project management support for the interconnection of over 5 gigawatts of renewable energy resources—including wind, solar, and battery energy storage systems—in Southern California, on behalf of the Participating Transmission Operator (PTO). Our team has coordinated scope execution for PTO interconnection facilities and supported Interconnection Customers (ICs) all the way through testing and commissioning activities. In addition to day-to-day coordination, we’ve identified process gaps, developed streamlined workflows, and established PMO frameworks to improve efficiency, reduce delays, and support the successful delivery of future interconnection projects.

ICI is providing technical and project management support for the development of an unconventional gas-insulated substation (GIS) within a highly constrained urban location in Southern California. Our team has supported all key aspects of the project—including feasibility assessment, pre-FEED, planning, permitting, procurement, design coordination, and constructability review. The substation is a critical investment to support regional load growth and enhance long-term system reliability. This complex project presents unique engineering and design challenges, requiring close coordination among internal teams and external stakeholders to ensure successful execution.

ECMC Regulatory Compliance
& Integrity Management


ICI developed and continues to support the implementation of the Integrity Management Plan for a 200+ mile crude oil gathering pipeline system in Colorado, in full compliance with 49 CFR Part 195. For over eight years, we’ve provided ongoing support to ensure regulatory adherence and operational integrity. Our services have included development of O&M manuals and procedures, audit preparation and support for the Colorado Energy and Carbon Management Commission (ECMC) and PHMSA, jurisdictional analysis for both new and existing pipelines, annual risk factor reviews, High Consequence Area (HCA) analysis, overland flow modeling, and comprehensive risk assessments. This long-term partnership has helped the client maintain regulatory compliance, protect system integrity, and significantly reduce the risk of environmentally harmful pipeline failures.

ICI has conducted comprehensive data and records research for major transmission pipeline operators nationwide in response to PHMSA’s Mega Rule, which mandates that all pipelines have traceable, verifiable, and complete (TVC) records. Leveraging deep expertise in TVC requirements and a meticulous approach to data validation, our team has helped operators accurately assess pipeline risk and make informed decisions regarding inspections, strength testing, and replacements, ultimately supporting safer and more compliant pipeline operations.

Manual and Procedure
Development


ICI has supported small pipeline operators in developing comprehensive Operations and Maintenance (O&M) manuals and procedures in full compliance with 49 CFR Part 192 and Part 195. These manuals cover all critical aspects of pipeline operations, including Standard Operating Procedures aligned with Process Safety Management (PSM), maintenance protocols, emergency response, integrity management, recordkeeping, personnel training, corrosion control per Part 192 Subpart I and Part 195 Subpart H, repair and modification processes, and regulatory compliance audits. Additionally, ICI has extended this expertise to the development of O&M documentation for new hydrogen pipeline systems, helping operators ensure regulatory alignment and operational readiness in emerging energy markets.
